The Water Board commissioned Sue Rosen Pty Ltd in December 1991 to prepare an environmental history of the Hawkesbury-Nepean Catchment. The history was intended to support scientific investigations of the river system and ultimately, planning decisions, by providing an historical context for changes in the river environment and by assisting the development of an understanding of the interactive components of the catchment. The basic requirement of the brief was to conduct an historical study, which described the changes in the environment of the Hawkesbury-Nepean River system and its catchment since white settlement.
